Appeal Your Property Tax Assessment
If the value of your home had declined as of 1/1/2008 from your
previous year's assessed value, you should contact your county
assessor's office to file an appeal for a lower assessed value.

NASA Scientist Tells Congress to Get Serious About Climate Change

James E. Hansen, a climate
scientist at
NASA, shook Washington and the world by telling a
sweating crowd at a Senate hearing during a stifling heat
wave that he was “99 percent” certain that humans were
already warming the climate. ... Dr. Hansen’s statement
helped propel the first pushes for legislation and an
international treaty to cut emissions of greenhouse gases. A
treaty was enacted and an addendum, the Kyoto Protocol, was
added.
Even as the scientific
picture of a human-heated world has solidified, emissions of
the gases continue to rise.
On Monday, Dr. Hansen, 67,
plans to give a briefing organized by a House committee and
say that it is almost, but not quite, too late to start
defusing what he calls the “global warming time bomb.” He
will offer a plan for cuts in emissions and also a warning
about the risks of further inaction.

I think California should take
the lead by enacting the following proposals:
- Assess a gas guzzler tax
on all vehicles not achieving a combined gas mileage
required by cafe. The base tax would be $1000 multiplied by
the number of miles less than the required cafe requirement.
Example if a Hummer gets 10 miles to the gallon on average,
and the CAFE mandate is 27. The tax would be (27-10) x
$1000= $17,000.
- Offer a tax incentive to
individuals who a purchase a new fuel efficient vehicle that
exceeds the current year's CAFE requirement
- for carbon emitting
vehicles, the tax credit would equal $250 multiplied by
the number of miles in excess of the CAFE requirement.
- for zero emission
vehicles, the tax credit would equal $1000 multiplied by
the number of miles in excess of the CAFE requirement.
- All new construction
should be 50% energy neutral.
- California Electricity
companies should be required to buy energy from private
parties who generate electricity at rates equivalent to the
firm's average cost of production.
